Despite ‘Mayor’s Bribe’, Councillors Boycott Session 

<p>The Post learnt that the Mayor had done everything to ensure that the budgetary session took place, considering that the councillors had boycotted two previous sessions. His hopes for a successful session were high owing to the fact that those supporting him had risen from 10 to 16, with six of them allegedly bought over. <br /> &nbsp;</p> <p>Unfortunately, the &quot;bought councillors&quot; did not show up in the council hall. The SDO, Mbiwan Nchaffu, after a roll-call, declared that only 16 councillors were present as against 24 who were absent. He, thus, called off the session. Meanwhile, the 24 disgruntled councillors were, simultaneously, holding their own session at the Nkambe SDF secretariat. <br /> &nbsp;</p> <p>Those who had received money prior to the council budgetary session reportedly brandished their &quot;envelopes&quot; to the other councillors and to their District Chairman as proof of Mangoh’s corrupt practices. Earlier, the disgruntled councillors had addressed a two-page memo to the SDO on why they would boycott the council session. <br /> &nbsp;</p> <p>In the memo, they had stated that the Mayor was already dismissed by the SDF party, and, consequently, was not their Mayor. They said it was only left for the Supervisory Authority to convene an extra-ordinary session for them to vote a new mayor. <br /> &nbsp;</p> <p>The memo states that on June 27, 2008, they passed a vote-of-no-confidence on Mangoh. They also blamed the former SDO for conniving with Mangoh at the detriment of the council. <br /> However, councillors loyal to Mangoh blamed Hon. Cyprian Awudu Mbaya for the flopped council session, whom they say is influencing the other councillors and destabilising the council. Hon. Mbaya refuted the accusations</p>
